Any recent reports of people using TWOV in Hangzhou (HGH)? Family friend who "works at the airport" is saying that they aren't letting people use TWOV or get out the airport using TWOV. If you're talking about daytime transits that can be pulled off airside, then it makes sense that they aren't issuing entry permits.
But, I'd bet my bottom dollar that they don't force compliant passengers to stay overnight in their airport, let alone imprison them for 144 hours.
