Stayed at the Sheraton Miramar years ago which still seems to be the highest rated in Vina Del Mar, which is right down the road from Valpo. Recall wonderful view from the room and that it was generally nice, don't remember much else. I've gathered that in recent years crime has become an issue in Valpo especially after the 2019 strikes - https://www.bloomberg.com/news/featu...-heritage-site so perhaps a day trip would be best. YMMV of course. Vina Del Mar seems (?) still much safer and can walk around at night, lots of nightlife and I recall eating some fabulous seafood.
