Some of them aren't linked to international networks at all is the issue, I think. But seriously, if you want to lock in an exchange rate, and you want to withdraw it in cash later, Revolut's allowance is 1000 USD for US issued cards and the fee beyond that is only 1%, which still beats chain currency exchanges, for instance.
