I thought all Enterprises were corporate locations, and only a few Nationals remain franchises?

I don’t understand why all the Corporate Enterprise location don’t just cobrand as National like how Hertz/Dollar/Thirfty does it to increase National’s presence. In my city, the downtown location used to be cobranded before they closed it during Covid and the replacement is now only Enterprise in a new building. No complaints though - the customer service has always been great
