I currently have an American Airlines AAdvantage one-way award ticket booked: TPA-CLT-BOS-HKG. BOS-HKG is operated by Cathay Pacific. My final destination is actually Cebu, so I will be purchasing a separate one-way ticket on Cathay Pacific from HKG-CEB.
Since my bags will be checked in at departure (TPA/American Airlines), and I have two separate tickets, is it correct to assume that once I deplane in HKG I will need to go through immigration, claim bags, go through customs, exit airport, then reenter airport, check in for HKG-CEB flight, check bags, go through security then go to departure gate?
I have plenty of time (11 hours), but am worried about taxes, visas, etc, which might be required.

What is your citizenship re visa? Many many countries (including US and Philippines) have visa free entry to HK for visitors. There should be no tax to enter in this case either.
Whether you want to have a layover and stay there is of course up to you and whether you want to see the city and/or whether you might prefer to spend your time in a hotel. You can be in the city center in 30 minutes via Airport Express.
I know there may be ways you can contact the airline and ask them to combine your tickets as well if you would just prefer the smooth connection.
