The stats for Aug month of 3m visitors to Macau does put Singapore's 1.3m to shame...
When I went in spring it was fairly empty outside the casino floors apart from the narrow street between the main square and cathedral in the old town, which can have a kind of "overtouristed Florence" atmosphere, albeit lined with much more local food souvenir shops! But I heard it got packed during Easter weekend, particularly in Taipa Village where there are also narrow streets and a lot of people come for the historic atmosphere near the casino strip.

I would say it depends what you want to do. Some of the giant casino malls feel creepy when there are not that many people in them, and it would be almost better to have some crowds. Everything else...I can see it getting to be too much.
