Now, if your gift cards are repeatedly being declined in the US, then I would also query whether the front desk agents are processing them properly.
It was different gift cards in the two places. I have a few of them with small balances, in fact, and I tried two different ones in each place. And besides, randomly showing up in different places is sort of the point of a hotel gift card. The agents do process them correctly. They just run them as Amex credit cards, and Amex does see the attempts and declines.

My company runs hundreds of websites and people trying to buy things with gift cards all the time and that's one thing that we suggest. Since the sales are online, there has to be a match of some sort of information and if they're not registered there's nothing to match. I don't know if I'd be surprised if they didn't work internationally though. A pretty good percentage of gift cards purchased in the US do not work outside the US.
I don't see anything on the back of the card or at amexgiftcard.com that suggests you can register your card. I could be wrong. I've used the Hilton gift cards in London before, so they do work internationally. It says that on the back of the card too.

Yeah, if I knew there was this issue, I would have tried to pay the night before and asked them to work on it overnight. But I tried to pay in the morning on my way out and couldn't stick around.
