What is your fare class, did you already waitlist for Premium economy? What you are seeing are buy-up options.
When you select MUA option when booking you typically get the following options, after selecting one you get option to waitlist for both. If you choose to only waitlist for one cabin here, you lose the option to upgrade with miles to the other. By selecting only a PE upgrade you give up the option to upgrade with miles to business or vice versa. You can't come back later and change it and it won't show you mileage base upgrade options.
