Update... I was literally waiting in line to cancel my reservation when an Enterprise rep walked up with a handful of keys. She shouted a few names, of which I was the last. She escorted us down to the Enterprise desk and doled out the vehicles.

Without asking, she apologized for the wait and knocked 50% off the rental. I wished her good luck because the line behind me was only growing.
