On the Austrian federal railway trains, business class is actually above first class as a service level. Maybe United needs to follow that and just rebrand Premium Plus as first class given how similar it is to domestic first
Chinese trains sort of do this too. However, the word they use for "business" (商务) has somewhat lofty connotations.
