Names that include the word "business" are a problem for many corporate travel departments. Somewhat ironically, one of the main reasons business class caught on with businesses in the 80s is precisely because it was called "business" (instead of "first", which was too luxurious for them to stomach).
On the Austrian federal railway trains, business class is actually above first class as a service level. Maybe United needs to follow that and just rebrand Premium Plus as first class given how similar it is to domestic first
