Yes, it certainly would have been industry-leading for United to put lie flats in premium economy, but no airline has ever considered installing a lie flat PE product, so this seems like an unreasonable standard to hold United to.
If they did that, it would be rebranded "business" and business would be rebranded "first", just so we could go back to the 2000s.
