1. I would imagine Transport Canada might have interest in the misrepresentation, Rouge is a different airline (on a separate AOC) that minimally should be shown in all contexts as “AC operated by Rouge”

2. I’m not sure of precise passenger rights in Canada but it is certainly the case that you have the right to require reaccommodation on the operator you were originally booked on for change-of-metal situations in the US. This might not have been preferable to getting there last night, but it should be an option if you insist and are flexible.
