Compared with most other Flight Passes, the Flex fare Europe passes have a low booking class. You'll be looking at 15 eUps + $500 per flight (V class), compared with 11 eUps + $0 for the Latitude (Y class). So if you did manage clear all six upgrades to Business, you've spent $3,000 on upgrades. The Flex 6-pack is $6000 and Latitude is $9500, so you might as well buy the Latitude. You'd get 125% status accumulation, too.

But like you say, eUpgrades are hard to come by on the Heathrow route. I'd hazard a guess it's one of the most fully paid-J cabins on the international schedule.
