This seems like a new development.

The current FAQ shows:

Will I be able to earn PQP from redeeming miles for MileagePlus Upgrade Awards?

Yes. Starting January 1, 2023, PQP may be earned on the miles portion of MileagePlus Upgrade Awards (MUA) at a rate of 1 PQP for every 100 MileagePlus miles redeemed in addition to the PQP earned based on the cash portion of the MUA co-pay fee.

Miles redeemed for Star Alliance Upgrade Awards are not eligible to earn PQP.
Looking at archived website from April 27, 2023, it was still showing

No. You currently cannot earn PQP from redeeming miles for MUA upgrades. We anticipate enabling this functionality in the future, please check back for updates.
I looked back through my account information and sure enough where I had redeemed miles for united upgrades, it gave me PQPs for the flights from earlier in the year.
