I guess that it is the law of supply and demand.
They noticed a huge demand for J awards from all FFPs (especially since covid and since BAEC can transfer avios to QR). Even paid J demand is high.
Hence, QR starts releasing only 2x awards and will adjust to 1x for flights in low demand flights, closer to flying date.
