Yep, when I try to book via united.com, it lets me go all the way to the booking, and once I click complete payment, then I get the error message. Seems really strange to me. But the agent said that they could not price out those flights on their end.

Yes to both. I also got it to show up through skycanner and Expedia. I tried booking through Expedia as well, but it came back with a "your fare has changed" message.

I've run into that before where there are married inventory restrictions. Google flights doesn't always catch those, but united.com does.
Is there any way around that, or is that just an error on the side of google flights?
