The "Economy (non-changeable)" fares ALLOW upgrades. The Basic Economy fares do not. So this is actually an improvement??

Here's the "compare fare types" for SFO-SIN in January and SFO-KUL in January. SIN has a Basic Eco fare files and KUL has an Economy non-changeable fare filed. The two do not appear together in the search results list for either city pair.
