Lost, Delayed, or Damaged Baggage | US Department of Transportation). There is no stipulation restricting you from filing a claim within your country of residence. IB provided full refund after complaint was submitted.

"Airlines are required to compensate passengers for reasonable, verifiable, and actual incidental expenses that they may incur while their bags are delayed"
Your bags were delayed 6 days, but you were at home. What did you need to replace? Did you pack every last pair of underwear you owned?
