Just a follow up. Hope this can help someone else in the future. You must file a complaint (for US incidents) with the US DOT (Lost, Delayed, or Damaged Baggage | US Department of Transportation). There is no stipulation restricting you from filing a claim within your country of residence. IB provided full refund after complaint was submitted.
