Not necessarily. BA might point you to IB in order to solve problems with flight changes, but IB will say its not their ticket until T-24 hours.
IB can definitely open space on their own metal if necessary. As well as reroute on BA if needed. I'm not sure I've seen any data points about BAEC being able to force open award space on IB metal.
I'd only book via BAEC with a high level of BA elite status and a preference to fly BA as a Plan B.
