I've filed one against InComm repeatedly because CFPB closes it as soon as a response is received (still not resolved). I then went through the FDIC, which forwarded it to the Office of the Comptroller of the Currency (Department of the Treasury). There, they sent it to both InComm and Metabank/Pathward, but InComm sent the same boilerplate response.
