I would imagine there comes a point that 'normal service' is resumed whether he's found or not...will be a lot of time, resource, and cash constraints around this extra operation currently taking place, as well as inconvenience to travellers, which clearly can't continue indefinitely, particularly considering this sort of thing is happening at all airports, Port of Dover, etc.
