Is there any way my wife can book a car on her card via the portal and have me pick up and drive the car? I would set her up with a Hertz account so she will get me as a free additional driver. But she's not able to be there at the pickup.

Edit: The phone person at Capital One Travel said it's possible (and the website allows it), but that most companies will refuse to give you the car without the cardholder present. He said book with Hertz and it will probably work.
