I HUACA today, and was told the same thing, that I must have missed the window to upgrade. But, the same offer still appeared for the seat in Mange your Booking. So, I changed my request to only upgrade the outbound flight. The upgrade was processed. The issue is that the offer is not available on the return, although it is still being offered. I will take the small victory!
