Can’t advise about the feasibility of actually getting the visa but regarding an earlier appointment, someone I know who couldn’t use an ESTA but needed a visa ended up going to Belfast for a visa appointment at the US consulate there. (This anecdote is a few years old though and things may be different now…) Maybe that might speed things up?
