Can one enter airside and use lounges and leave a bag and then go into the city for 12 hours? I was planning on doing this but as I travel more internationally I am learning that not all the airports are like in the US where you can just come and go as much as you want.
I was hoping to shower at JL F, have breakfast then go for French toast at CX and then head into the city w/ leaving my carry on bag at the JL F lounge.
This plan may not work as you want it to, but there are very good alternatives available. HND has lockers and shower suites available landside in T2 that are open 24/7. They are not free, but I am guessing if you are flying F that you can probably afford the Y1050 shower and the minimal cost of a locker. I have entered Japan on layovers numerous times, as almost all of my pre-COVID SE Asia trips from LAX were via TYO.. Any time I have over three hours on the ground, I enter the city for at least a quick jaunt and snack. Of course, it helped when I had TTP, but it doesn't sound like time is going to be an issue for you. Plus, you are in Tokyo, so surely you can find better options for food than French toast in a lounge.
