I don't know for sure ... I had a connection in YYZ TB last week that was just under 3h (by minutes) so I was unable to check. But the person in front of me on my return visit was O/D from YYZ and was rejected by the Cafe scanner and was in the middle of an argument with the agent. The next flight I have with a YYZ connection where >3h is a possibility is in November ... although that would require the YOW-YYZ to be on time ;-) I am sure someone else will be able to test it before then.
