$100 Food & Beverage Credit: Yes, showed as general credit on bill rather than itemized against a specific expense
Breakfast: Yes, up to $87. Two buffets with coffee were $81 which is what showed up on the bill. Tip was not covered.

Comment: Also a Diamond member. I was traveling with a dog ($125 total up to 5 nights) and the Waldorf had a nice bed and food bowl sent up, as well as some chocolates for the humans. Our check-in agent was very friendly and asked on arrival if we preferred a king bed to our booked queens, and he spent a good deal of time hunting one out. He didn't tell us it was a suite, so that was a nice surprise when we got to the room. We thought the breakfast spread at Oscar's was pretty excellent, and Bull & Bear is a decent place to spend your F&B credit in the evenings. A new lobby bar was under construction while we were there, so that should be a nice addition when finished. Word to the wise, the coffee/pastries in the morning are at Sir Harry's Lounge, the (very dark) cocktail bar, which I didn't figure out until our 2nd day. I don't know if that is a temporary set-up or not, but it's not an intuitive location.

The hotel grounds are still well laid out and peaceful despite adjacent construction - there is a welcome lack of "bustle." I would NOT attempt to self park as the walkway from the garage to the Waldorf is currently blocked, so you have to walk a portion on the road without a sidewalk.

I have done most of the Disney-adjacent higher end hotels (Hyatt Grand Cypress, JW Marriott, Four Seasons, Ritz) and I think this property offers the best overall package in terms of value, proximity, rooms, upgrade chances, and breakfast/food options. Our other higher end option with the dog on Disney property is Yacht Club, which frankly I always find is a poor value as a convention-heavy hotel with just so-so Disney theming. I do value walking to Epcot and HS, but not at double the rates with far fewer benefits.
