Agreed, I'm seeing it enforced. All of the lounges seem to have a nice sign on the desk informing people of the 3h rule (and also for lounges that used to allow 35K a sign that says no more for you) and the scanners are rejecting BPs that break the rule - haven't had it happen to me but watched it happen to the person in front of me in YYZ last week.
Any idea if the scanners are able to handle a simple case of AC connecting to AC on one PNR, with a connection time over 3 hours?
