As I understand it, they are all in Y for INV-AMS-ATL-SFO and the OP hopes that by upgrading just INV-AMS to J that a J baggage allowance will be offered for the entire journey.
It seems that all pax are in Economy Light, meaning that nobody has a checked baggage allowance for any of these flights (the OP appears to have status so he has 1 bag for all sectors).
I don't think the OP's idea of upgrading just INV-AMS will grant a checked baggage allowance also for AMS-ATL-SFO on Delta; certainly if it's a day-of-departure/OLCI offee upgrade I don't think it will work. And a "proper" upgrade in advance of just INV-AMS is likely to be obscenely expensive.
To the OP: have you tried buying the luggage on the Delta website?
