The cheapest DONE4 in Europe at the moment is from Oslo. The second-cheapest would be from Budapest.
A VPN won't matter when it comes to booking DONE4 or DONE5 flights. You will need to call an airline to book the ticket and you'll get the same price regardless of where you're calling from, although different Oneworld airlines may calculate taxes differently. The easiest option would probably be to call AA, who still has a dedicated RTW desk.
