Not unusual. In early March, in JFK T8, we had to wait for half an hour on the plane for immigration and customs to open at 6:00 am, before getting off the plane. At TBIT at LAX, in 2019, we had to wait on the plane for a full hour, after landing early, before immigration and customs opened at 6:00 am.
