I concur, English is an Official Language in the Philippines so English is well spoken - in fact some dialects would prefer to speak in English (thinking Ilocano vs. Cebuano for example). Never had any issues in NAIA language wise.
"Open the lights" is pet peeve of mine...
Being married to a Visayan speaker for 31 years, one gets used to such idiosyncratic Pinoy usages.

I am local to BAG, which is a small mountain airstrip which PAL Express serves 4 times a week from Cebu (fairly new route, despite BAG being the inaugural airport for PAL back in the day). A lot of the time it's cancelled, . . .
My wife and I flew into BAG in June 2003 for a short vacation with a newly ordained priest, staying at a small historic hotel. Taking off and landing on a slope (up or down the length of the runway), and the abrupt cliff line at one end (like landing on an aircraft carrier) were certainly memorable.
