Actually if the Advantage award for SIN-PER is still available, the best bet is for you to cancel and rebook - you only pay the USD 50 redeposit fee and you can get back your PER-SIN miles, presuming that no miles have expired. All this can be self-service done online yourself without needing to talk to an agent.
Nice idea on the splitting, but that does not work to my knowledge for separating segments. Basically, as OP already realized, he / she booked a RT and the only way to convert that into a one way and drop off the return would be to cancel and rebook (no guarantees on availability as was already mentioned).
What could possibly be done, but makes no sense here, would be to drop the return segment and only retain SIN-PER and by doing so turning it into a one-way trip. However, as per KF rules, there is no refund of miles for the change from RT to OW (one-way, not OneWorld

), so not smart. One would get some fees / taxes back maybe, but also pay a change fee.
Only thing I could think of is to see if the return can possibly be moved out to a date further in the future to maybe be make it useable then, again availability needed and depends on ticket validity.
If I was OP, I would check if I could get an Advantage award one way for PER-SIN (may have better availability, not sure) and rather take that then and get rid of the RT booking. Will return the RT miles and what get's spend extra for Advantage award versus OW would still be less than a Saver RT. YMMV.
