Had the same issue with the AC across Europe as well. Thompson Madrid was the only one capable of going very low. I had assumed it was some sort of energy saving measure that prevented the AC from going below a certain temp, regardless of your settings (the AC was not on all the time, so it's unlikely that the AC was operating at max capacity).
