Regarding the air conditioning, I struggled with this across multiple Hyatt hotels in Austria, Germany, Italy and Switzerland a couple of weeks ago. I don't think the systems were designed to handle the kind of heat that is being experienced lately.
So, I have been in Europe for the past four weeks or so and have stayed at a different hotel every night. It was actually 65ish degrees Fahrenheit last night and felt cooler outside than it did inside. I'm not expecting American AC, but I don't want to sit inside sweating in a room that sells for over 700 EUR a night. I've found that most European hotels are successful at this.
I don't open windows as I don't want to let bugs inside.
If there's an air vent in the bedroom (which there is), air should be coming out. If you have a thermostat that suggests guests can control temperature, then it should actually do something.
