If you saw how crowded the J lounge gets (well also the F lounge for that matter) you'd understand why it needs to be limited. Both JL and NH experience severe overcrowding issues in the J lounges thanks in no small part to their credit card partnerships where many thousands of people are able to obtain mid-tier status once and keep it for life with a credit card. I actually prefer the CX lounge over the JL F lounge but it won't be open when you're there, they close pretty early.
BTW, the TIAT lounge is about as bad as a third party lounge gets, so he may be happier just going to one of the many restaurants in the terminal, especially if your priority pass requires paying for the guest since that's about 5,000 JPY and you can get A LOT in the terminal for that much cash.
Last time I went to JL F it was fairly quiet, but this was on the departure of CX549 at around 16:00. Is HND really busy leading up to midnight time for departures? Is it as bad as the BA T5 lounges?
Totally agree with you on the CX lounge, although I am susceptible to a bit of JL beef curry!
I haven't used any of my passes my PriorityPass this year, so I figured it could be a way to not 'waste' them (since they expire at the end of this month).
