TWOV (Transit Without Visa):
Nationals of Indonesia transiting through Calgary (YYC) with a confirmed onward ticket for a flight to the USA within 24 hours. They must:
- have a visa issued by the USA; and
- arrive on a flight operated by Air Canada (AC), Air Canada Rouge (RV), Hainan Airlines (HU) or WestJet (WS); and
- stay in the international transit area of the airport; and
- have documents required for the USA.
TIMATIC has not been kept up to date. Hainan ended service to YYC in 2019.
More importantly, for anyone else considering TWOV when connecting through YYC,
the condition to remain in the international transit area cannot be met. The segregated international area was eliminated during COVID, and all connections require clearing Canadian customs/immigration. This is also true for connections to the US - there is no segregated path to the pre-clearance area.
I recognize the Immigration Canada website still lists YYC as one of the airports where this is possible, but I firmly believe that to be an error. A fellow FTer happens to know some people at Immigration Canada, so I've tried to reach out to see whether this can be corrected or clarified, but I would strongly advise anyone reading this to assume TWOV is
not possible at YYC, regardless of what airlines you're flying.
