I expect that some Florida rental companies might have cars with no transponders at all, instead opting to enroll in toll-by-plate programs. But you should still be able to use your own transponder instead, if you prefer.

If given a choice between vehicles in a given row I’ll take a look at the transponder setup in the car first.

I’ll read through the thread you linked but in case it doesn’t cover it, do you know if I’ll be okay if the transponder isn’t register to the plate? NY is against registering the plate of a rental car so I worry about double billing but again that might be covering in the link.
