I doubt that the rental-car company will have a transponder permanently-affixed to the windshield. It will most likely be in a case that slides open or, less likely, it will be affixed with Velcro strips. Florida law might even require that rental companies give you a way to avoid using their transponder; I'm not sure.
I expect that some Florida rental companies might have cars with no transponders at all, instead opting to enroll in toll-by-plate programs. But you should still be able to use your own transponder instead, if you prefer.

If given a choice between vehicles in a given row I’ll take a look at the transponder setup in the car first.
I’ll read through the thread you linked but in case it doesn’t cover it, do you know if I’ll be okay if the transponder isn’t register to the plate? NY is against registering the plate of a rental car so I worry about double billing but again that might be covering in the link.
