Read that the bulkhead legroom is smaller than other 2 rows. Are the other 2 rows essentially identical otherwise?

Definitely a bit more room to stretch your legs out in rows 11 and 12 than 10 (for reference, I am about 5'10" in height).
More of a comfort 'issue' is when you put the seat into recline mode and the legrest comes up, your feet end up tucked up into the footwell as shown below:
