I just checked the restrictions on a changes-allowed prepay rate (one which was "Prepay Non-refundable, changes up to 7 days prior to stay, prepay in full, non-refundable if cancelled more than 1 day after booking", and the restrictions were :
Date changes to the reservation are allowed through 11:59 PM local hotel time, 7 days before arrival.
Date changes may result in a change to the overall cost of the reservation.
A change resulting in a lower cost will forfeit the difference from original prepayment
A change resulting in a higher cost will receive an additional prepayment charge for the difference from original prepayment amount.
Clear and obvious that date changes are allowed.
