Sure, it is bad but I would not portray it as a showstopper. Flew out of MNL many times via different terminals - arrive a bit earlier as usual just in case queues for immigration are long; there is a skyway now and so a cab/car drive from Manila centre wasn't too bad last time in the evening (although during day time 10 km from EDSA to centre took me an hour). As for self-connecting - yes that they have 3 international terminals that are totally separated and force you to go landside if you arrive at a different terminal is a nuisance. But then with self-connecting I would not take the risk doing that on the same day at any airport (or only with say 8 hours of difference). Too risky otherwise in case of flight cancellation, delays, and so on.
