We are getting in late, about 22:00 and our only options are train or private car/taxi.

We want a private car.
Can anyone recommend a cheaper option than the ¥19,000 I have been quoted for a private car from the airport to our hotel?
Taxis rate is about ¥23,000, so we prefer to hire our own.
