Another data point. I booked an award in F using BA and am a BA Bronze (OWR). According to Expertflyer 1A was free, but blocked, and I wasn't able to select it via JAL's Manage Booking page. Then sometime 76-74 hours before my flight (I was checking Expertflyer regularly for seat occupancy) is became un-blocked, and I was able to select it online.
