The person would have realized their error when they got to Security and found that they did not have THEIR passport and other documents but the OP's daughters and at that point, if innocent mistake would have initiated steps to return that bag and get their own.
No, you can bet that this was deliberate by the time that has passed and thus a less than zero likelihood of recovery.
In addition to filing claims with BA, would their be any recourse via travel insurance or the credit card you booked the trip with to recover the value to lost items?
Sadly that may not be the case (pun not intended) we left a bag on the carousel/conveyor and were already at the taxi rank when we realised. I had to go back into the terminal (4 or 5) I think and ask to be able to go and collect it. I was there with someone else who had picked up the wrong bag, but they’d done so over 24hrs beforehand and hadn’t emptied it immediately. When they did they returned to the airport and professed their stupidity for having taken the wrong bag. Worse (and they had a right telling off for this), they had removed and binned the baggage label that identified to whom that bag belonged. The agent who was about to take us through security said that they may not be able to release his bag until they have the other tag for the bag.
I hope she gets it back and the contents are untouched. When I idiotically left my BlackBerry on the plane in an overhead bin (admittedly in F on a 747) at BOS, they sent someone back onto the plane to retrieve it for me. I only realised once I was through customs and a few BA well dones were written by myself.
