I said nothing about points resetting after you hit one tier.
But when you go from Red to Silver, you switch from a rolling "upgrade cycle" to an "Upgraded Fixed Membership Period". Only tier points earned during the "Upgraded Fixed Membership Period" count towards retaining Silver or aiming for Gold.

Yes; once you have reached Silver, meaning you are no longer on the rolling "upgrade cycle" but have now started an "Upgraded Fixed Membership Period", you have 1 year in which to earn a further 1000 to reach Gold.
