What is the difference between "Saver" F Award (E class) and "Refundable" (D class)?

Before you jump in and tell me that the difference is the miles required for the award, I'd like to explain: There is no "E" space available from PDX-LAX, so I can't fly in F on my domestic segment with a Partner J award. But there is availability for "Refundable First" for 25k miles. But 25k miles is the "starting" price for F award according to https://www.alaskaair.com/content/mi...s:award-charts for flights between 700-1400 miles. What am I missing?
