scoot check in/bag drop close 60 mins before departure. So plus another 30 mins after arrival for walking to luggage belt/immigration. Plus another 15-20 mins if you arrive in T3 or T2.

you can’t book SQ to Penang in the same PNR? Usually it is cheaper also.
