My experience is the same as yours. I would further extend the statement to cover those that look after operations of GA aircraft under contract to their owners. The majority have very little experience in commercial airline ticketing beyond moving flight crew around to meet the aircraft, and in those situations schedule is the only thing that matters, not comfort or cost efficiency.
